This worked for me. I disconnected the power supply to my router and modem for several seconds and then reconnected. I also restarted my computer.
Hope this helps. Try verifying the game cache on Steam - there are a handful of steps but it's not too difficult and often seems to help. Find the one that says 'Local Files' and click on it.
Select this and wait a bit. What should happen is, the game will do a 'self-check' of itself to make sure everything has been successfully downloaded. If you see it go back to 'Download Mode' for even a small amount of time, it probably means some important bit of info got scrambled or left behind and has now been re-added to your game files. Getting the same. Uninstalling and reinstalling doesn't work. Verifying files doesn't work. Abandoning Steam entirely and downloading the game through the Bethesda. Same problem, right after sinking a decent amount of money into the game to catch up and finish a deck. From what I have gathered, they just don't care. This problem has been reported on many forums for a long time with no fix.
